Installation Orbiter2016 starts in tiny window, cant change it.

Good afternoon, thank you for taking the time to help. I had the older version years ago and decided to try out 2016. I downloaded the D3D9 client and Xr sound. I believe I installed them all correctly and started with the orbiter_ng.exe icon as recommended. However the sim starts up in a tiny window that provides no way to change it. there is sound and mvmt on the screen, so something's working right. As recommended, I am including my system specs and config file below. Thanks again in advance.
